Brain's Dark Energy. Why Eye Witnesses Have Been Wrong So Many Times

Brain's Background Noise Found to Be Crucial in Our Thinking and Creating Processes

Tags: Brain's Background Noise, Day-Dreaming, Sleeping Induces Learning and Thinking, MIT, Experience Necessary for Leading, Ideology thwarts Thinking Critically, Great Lyndon Johnson, Eye Witnesses Wrong, From March 2010 Scientific American Magazine:

Scientists have ignored the background noise of our brain from their brain scans to more clearly see the 5% of minor activity of the brain induced when we concentrate on reading or other activities. The other brain activity which goes on when we are day-dreaming or sleeping are extremely important for future planning and getting rid of extraneous unimportant information. The deeper brain function organizes information and makes them more easily retrievable for later use.

While doing problem solving research in chemistry, biochemistry, and engineering related areas, I have always found that the solutions do not come while I am gathering information, but the solutions come after I have completed them. I discovered answers to problems when day-dreaming or sleeping.

About a decade ago MIT scientists found from mice studies that sleep is crucial for learning. Because we intake so much information during the day and often in an unorganized manner, it takes our Dark Energy Brain to sort out everything to make sense.

The bottom line is that running a complex organization such as an American President or CEO of a corporation requires lots of relevant experience. Too often we hire someone who is very smart and young or is ideological and they mess up royally.

Lyndon Johnson was one of the most effective Presidents because he had experience as a leader of the senate and many years of political positions. I still marvel how he got the Civil Rights Bill through congress with a recalcitrant Southern Democratic Senators who filibustered the bill for about 76 days! The Republicans obstructed the Medicare Bill throughout the process and finally enough Republicans finally allowed the final vote which had to pass with the vote of Democratic Vice President who heads the Senate.

The Republicans now have become radical and must not be elected to office. They know how to fight the election wars using every dirty trick possible, but we have seen that they cannot govern because their only role has been to gift corporations and corporation loving Supreme Court Justices, and the Wealthy and filthy rich and the regulatory agencies like the FDA, and other crucial departments needed for our health and welfare have been neglected or even destroyed by a lack of funding and hiring poorly trained but ideological people for the government Civil Service. President Obama has suffered from Republicans refusing to seat needed leaders even in National Security positions.

Income data has shown that bottom 99 percent of Americans went down in income and wealth and in job security during the Bush years and saddled us with three trillion dollars of debt by not paying for the two wars, his two income tax cut almost entirely for his rich friends. By not renewing the tax cut for those making over a million dollars, Obama gets back a trillion dollars for the rest of us.

Naomi Klein's The Shock Doctrine explains how Disaster Capitalism works. New Orleans is a prime example where they eliminated public schools and teachers and brought in their special schools that likely does not teach Evolution. Corporations use disasters such as the Financial Crisis to fire lots of employees so they could hire young less paid employees to replace them or send more jobs overseas. Yes, they fire employees while still making record profits, but they want more for themselves and their rich clients. This approach was invented at the very conservative Chicago School of the late Milton Friedman.

Although we get millions of pixels of visual information through our eyes, very little of it remains after going through the retina and the brain processing and the final product left has very few pixels in comparison. Then the brain must look for prior experience stored there to complete the picture. That is why many Asians, Caucasians, and Blacks living in San Francisco who are often exposed to other races have a hard time remembering the faces of people of other races. Because I grew up in a Black Watts district in Los Angeles due to segregation of Japanese-Americans until the mid-1960s and now can recognize Black strangers more easily than the White majority.

The Illinois governor once had to suspend all the death sentences because he found at least half the death roll prisoners were innocent based on DNA tests. Sure some dedicated lawyers have saved a few of these people, but DNA tests is usually the deciding factor. Prisons, especially in the South, refused to due DNA tests for a long time even now do it reluctantly because they do not want to release Blacks.

I think it is about time we don't allow eye-witness identification to be the primary evidence to convict or release a prisoner.

The Spirit Level: Why Greater Equality Makes Societies Stronger

TAGS: Spirit Level, Need Greater Equality, Status Oriented Societies, USA Tops in Maladies, Pickett, Wilkinson, Chicago School of Economics, Zero Sum Game, Maddow, Olbermann, Potter for CIGNA, room for Optimism

The Scandinavian countries and Japan provide either high taxes and a smaller difference a pay between the top and bottom to provide greater equality respectively.

Status oriented societies such as the USA lead to higher consumerism and greed where those with more money contribute very little compared to their income according to a Wall Street Journal study. Even the ability to go to the best schools are already stacked against those with less economic means coincident with poor schools to have any social economic mobility which has decreased enormously since Reagan.

As study after study has shown, real happiness increases at the bottom level where essential income needs including time with the family and friends, and some entertainment, greater income and time at work as shown in study after study has been an imaginary road towards happiness.

Britishers Kate Pickett and Richard Wilkinson http://www.booktv.org/search.aspx?For=Pickett video provided extensive data from all over the world showing that the larger the inequality in a society, the greater problems exist with the USA almost exclusively at the top in inequality and all the ills of society we all agree. Crime, imprisonment, worse health for the whole society including those at the top, and a host of other factors in our lives.

The Chicago School Economics starting with Reagan/Bush in the 1980s and sharply increasing during the G. W. Bush years has led us to a society with lots of wealth at the top one percent, but lots of dissatisfaction below such as a lack of trust. Real growth in the economy has been slow but profits have mushroomed by extracting money from the bottom 99 percent of Americans by sending jobs overseas which forced salaries down in all parts of society except at the top. The GDP indicator for growth measures all spending whether it helps Americans or not.

The Zero Sum Game popularized by MIT professors has been used to transfer wealth from the middleclass Americans to the top one percent of Americans. Even during the good economy in the second half of the 1990s, almost all the excess spending was done by the top 20 percent increasing as income increased. The bottom 80% spent the same just to survive.
Wikipedia: In game theory and economic theory, zero-sum describes a situation in which a participant's gain or loss is exactly balanced by the losses or gains of the other participant(s). If the total gains of the participants are added up, and the total losses are subtracted, they will sum to zero. Zero-sum can be thought of more generally as constant sum where the benefits and losses to all players sum to the same value of money (or utility). Cutting a cake is zero- or constant-sum, because taking a larger piece reduces the amount of cake available for others. In contrast, non-zero-sum describes a situation in which the interacting parties' aggregate gains and losses is either less than or more than zero. Zero-sum games are also called strictly competitive. http://en.wikipedia.org/wiki/Zero-sum

Even the current corporate Healthcare model of increasing profits trumps sickness, death, and bankruptcy of their former members cannot survive according to the former top propagandist for Wendell Potter for a major Heath Insurance Company. These companies have been increasing prices so rapidly that small businesses and individuals had to drop healthcare costs with a jump in rates of insurance as high as 39 percent in California and New Hampshire by Well Point. Others have joined the rush for profits too. Keith Olbermann http://www.msnbc.msn.com/id/3036677/#35430769

But there is room for optimism. When tax rates were high at the top, corporations provided ten percent of the schools budget, equality in society except for Women and Minorities, was at its high, and many ills in our current top take all society were absent. Communities were strong and marriages lasted longer.

The Evidence

Great inequality is the scourge of modern societies. We provide the evidence on each of eleven different health and social problems: physical health, mental health, drug abuse, education, imprisonment, obesity, social mobility, trust and community life, violence, teenage births, and child well-being. For all eleven of these health and social problems, outcomes are very substantially worse in more unequal societies.

We have checked the relationships wherever possible in two independent test beds: internationally among the rich countries, and then again among the 50 states of the USA. In almost every case we find the same tendency for outcomes to be much worse in more unequal societies in both settings.

We also present evidence on four other important issues. One is how achieving greater equality within the rich countries may contribute to tackling the inequalities between rich and poor countries. Another is a discussion of both the compatibility and relative merits of greater equality and economic growth as sources of improvements in the quality of life among rich countries. There is a page discussing how greater equality may contribute to policies designed to tackle global warming, and lastly, a page (The Remedies) pointing out that there are many different ways of increasing equality in our societies.

The data we use comes from the most respected international sources including The World Bank, World Health Organisation, United Nations, UNICEF, and US Census Bureau. Much of this work has already been published in peer reviewed academic journals, and some of the relationships have been tested many times by different research groups using data for different societies.

Details of the data and statistical techniques we use are available on the Statistical Sources and Methods page.

A full description and explanation of this research is now available as a book: Richard Wilkinson and Kate Pickett, The Spirit Level (Penguin). Buy the book from Amazon.

Must See: Patel's Value of Nothing, Klein Shock Doctrine, Hoodwinked, ... Why Financial Markets Imploded

Most Americans do not really understand how our economic system works. The reason knowing this is important is that it has a huge effect on our net worth, housing prices, well being, and whether your children and grand children will survive or fail. Everything that happens of importance to all of us for good or bad depends on how well we understand our system of predatory capitalism and the reasons we need to change it to help make the bottom 99 percent of Americans live a "good" life. Katrina disaster failure was not stupidity, but exploited to get rid of Blacks, Public Housing (Good Shape, but destroyed to make room for corporations), fired all teachers, and even retaining wall made so it would have to fail during a category 2-3 storm. That is the big secret, Katrina by the time it reached New Orleans was not a category 4, but may have been even a 2.

Yes, Goldman Sachs helped Greece collapse by designing debts hidden beyond that allowed by the European Union.

We are being controlled by all our debts and corporate Healthcare as are the people in the Developing World. We are kept from really understanding how many great reforms are in the Obama Healthcare Bill because so many of us are ignorant and fall prey to the corporate press/media propaganda and so-called facts. Also Massachusetts voted for a Republican not because they hated the Healthcare, but the corporate press/media keeps repeating the lie that it was healthcare that did it.

Many do not understand that Bush/Cheney and their gang of thieves actually knew what they were doing. Lots of what Bush did including the way he talked was an act as most corporate press/media folks knew well but neglected to inform us. They were following the University of Chicago predatory capitalism model as designed by Nobel Prize winner Milton Friedman.

The Shock Doctrine as explained by Naomi Klein and The Value of Nothing and Stuffed-and-Starved by Raj Patel who have a very revealing conversation about how our system works. It is well worth the 90 minutes session. Raj Patel's Stuffed-and-Starved is when I first became aware of his brilliance. You will understand how they made Americans sick for profit. Now days it is false economy not to have broad band internet even if you can only afford to get the very cheap ones. They are good enough for C-Span and Democracy Now videos.

As some of you may suspect, I have been cutting down my Internet use and e-mail so I can spend more time reading both fiction and non-fiction which are really the best sources to understand what is actually happening.

I am now limiting most of my Internet reading to select reading of www.thnation.com , www.c-span.org, www.booktv.org , http://www.democracynow.org/ , http://www.zcommunications.org/znet ,

My opening page is Democracy Now. My goal has always been to understand and not get trivial information which is dominant in e-mails and in the various social networks.

"Stuffed-and-Starved: Markets, Power and the Hidden Battle for the World’s Food System" by Raj Patel Half the world is malnourished, the other half obese—both symptoms of the corporate food monopoly. To show how a few powerful distributors control the health of the entire world, Raj Patel conducts a global investigation, traveling from the “green deserts” of Brazil and protester-packed streets of South Korea to bankrupt Ugandan coffee farms and barren fields of India. What he uncovers is shocking—the real reasons for famine in Asia and Africa, an epidemic of farmer suicides, and the false choices and conveniences in supermarkets. Yet he also finds hope—in international resistance movements working to create a more democratic, sustainable, and joyful food system.

From seed to store to plate, Stuffed and Starved explains the steps to regain control of the global food economy, stop the exploitation of farmers and consumers, and rebalance global sustenance.

Naomi Klein and her husband Avi made a superb film, The Take, about how the people took over the factories and ran them without management! http://www.naomiklein.org/main Her "No Logo" tenth edition talks about how American Corporations went from making stuff to selling ideas and concepts and sending American jobs overseas to make stuff.

THE SHOCK DOCTRINE
THE RISE OF DISASTER CAPITALISM
"The only book of the last few years in American publishing that I would describe as a mandatory must-read. Literally the only one."
-Rachel Maddow
Around the world in Britain, the United States, Asia and the Middle East, there are people with power who are cashing in on chaos; exploiting bloodshed and catastrophe to brutally remake our world in their image. They are the shock doctors. Thrilling and revelatory, The Shock Doctrine cracks open the secret history of our era. Exposing these global profiteers, Naomi Klein discovered information and connections that shocked even her about how comprehensively the shock doctors' beliefs now dominate our world - and how this domination has been achieved. Raking in billions out of the tsunami, plundering Russia, exploiting Iraq - this is the chilling tale of how a few are making a killing while more are getting killed.

Hoodwinked: An Economic Hitman Reveals Why the World Financial Markets Imploded -- and What We Need to Do to Remake Them by John Perkins who previously wrote the best seller "Confessions of an Economic Hitman."

John Perkins was hired and trained by our National Security Agency NSA, our largest spy agency, to go to Third World countries and invite them to take out huge loans by the World Bank or IMF to build such expensive things as a dam to produce electricity or a factory to produce aluminum as they did in now bankrupt Iceland. Normally the bribe is ten percent of billions of dollars in loans. The money is kept in the USA or Europe to pay off the very high interest rates and when the countries are no longer able to pay the loans, they are offered another huge loan for "concessions" such as privatizing their public sector such as water utilities, pension plans, sewer systems, and even state owned raw material plants. Such was the case in Argentina where President Carlos Menem sold off almost all publicly owned necessary utilities for a huge bribe. When Argentina could not pay their IMF loan and had nothing else to sell, money was moved out of Argentina from USA owned banks in a caravan of trucks. http://www.booktv.org/Watch/11119/Hoodwinked+An+Economic+Hit+Man+Reveals+Why+the+World+Financial+Markets+Imploded+and+What+We+Need+to+Do+to+Remake+Them.aspx

IF TOYOTA WERE AN AMERICAN CORPORATION? Brain Studies

Tags: Charlie Rose Brain Studies, Republican Brain, Sunny California a 6 fold increase in Autism in 1990s!, Tancredo Wants Literacy Test for Voters, Car Talk on Toyota, If Toyota were an American Company cartoon.

In the recent Charlie Rose Show on the Brain, many of the best scientists including a Nobel Prize winner, discussed how our behavior is strongly influenced by genetic factors. Epigenetic is probably a more accurate term.

Charlie Rose also talked about Autism who are unable to mirror the behavior of others and read motives in people from their facial expressions. These brainy people concluded that Autism is genetic and involves hundreds of genes. Shows how some of the Brightest and knowledgeable can make such a stupid comment. I may be stupid, but I have an open mind. I will discuss Autism in the near future.

When Autism goes up Six FOLD IN THE 1990s, correlating with with introduction of sunscreens lowering our vitamin D in all of America with at least half seriously deficient using the old level considered healthy in the past because we were able to store several months of vitamin D during the summer. The New York Times had an ignorant assessment of vitamin D according to a letter from a medical doctor. SOMETHING IS SERIOUSLY WRONG AND IT IS NOT GENETIC. The AP article about Autism is much more complete. http://hosted.ap.org/dynamic/stories/U/US_MED_AUTISM_MOTHERS_AGE?SITE=OREUG&SECTION=HOME&TEMPLATE=DEFAULT

President Obama made a huge mistake in thinking that the current radical Republican Party is amenable to compromise and he is still making that mistake. He would be stupid not to make recess appointments. Remember Bush loaded up many of the Civil Service jobs with his buddies regardless of qualification. They are good sources for leaks and sabotage.

The appointment of LaHood and Senator Judd Gregg (R-NH) were mistakes. His choice for Attorney General and Blair (National Security CIA/NSA/FBI head) were also mistakes. The latter criticized the Obama administration in the handling of the Christmas bomber, but Brennan, national security advisor to five Presidents, brings out the lies by the Republicans who were briefed quickly and at that time they did not object to what was done. http://countdown.msnbc.com

Former Senator Tancredo (CO) once again promoted racism at the Tea Party Convention to great cheers. Rachel gives a few example of the questions in 1965 when the Civil Rights Act was passed and eliminated literacy tests by a great President Johnson. Rachel's must see video shows clearly how racism is becoming more and more open. Professor Ogletree of Harvard talked about asking the Black voter to guess how many marbles were in a jar! I could not answer sample literacy questions Rachel found on the Internet in 1965. http://www.msnbc.msn.com/id/26315908/

Facts rarely reported: The mechanics on Car Talk on NPR www.cartalk.com explained the real truth about the problems with Toyota.

One they said all the accelerators in newer cars have electronic accelerators. Two they said the number of failures of sticking are extremely small and would be hard to detect. 19 deaths and 2000 injured and we do not know precisely what caused the accelerator problem. The driver which happens fairly frequently or Toyota part or both which seems more reasonable.

The plastic shim used in the accelerator is made by an Indiana company whose performance has been quite good and they are now replacing the plastic shim with a steel one which is least likely to vary and is less likely to distort.

The brake problem in the 2010 models of the Prius is due to a software mistake by an American company because the computer control is not Toyotas. Americans cars licensed the Toyota hydride system in cars such as the Ford Fusion. A software fix for the brake system has already been done and it will take less than 30 minutes for the fix. If you have a problem go immediately to your dealer which is quite complex because when we brake, the battery is charged. The rug problem is Toyota's fault.

If you are shopping for a Toyota Prius 2010 model, go ahead and make a deal now and you might get a much lower price. The same with other Toyota models. Just like the stock market, buy low when no one wants to buy.

Why Do Americans Make the Wrong Choice in Elections

Obama kills the Repubs about saying that the Stimulus package was a rip off and did not work. Yes, the Repubs lied! One of the first thing covered by video. Jim

_____________________________________________________

I really don't know for sure why Americans makes these life choices, but here are some expert studies and opinions about why we vote against our interests in all aspects of our lives, make life decisions that make us miserable. Democrats don't know how to come together to get the message out in a genuine honest way with all the good things and warts upfront so it is hard to get more of the Independents on their side.

I suspect that is why the Republican won in Massachusetts. Also when voters are ignored as the Dems did until the end, voters resent that immensely. Because I talk to common folks more than most well educated folks, I do know they are intelligent enough to understand when politicians are looking down on them. Keep it Simple and Honest, Stupid!

And the ultimate sin in modern politics is appearing to take the voters for granted.

This is a culture war but it is not simply being driven by differences over abortion, or religion, or patriotism. And it is not simply Red states vs. Blue states any more. It is a war on the entire political culture, on the arrogance of politicians, on their slipperiness and lack of principle, on their endless deal making and compromises.
And when the politicians say to the people protesting: 'But we're doing this for you', that just makes it worse. In fact, that seems to be what makes them angriest of all. http://news.bbc.co.uk/2/hi/americas/8474611.stm

Republicans are good liars, but Dems are not because they read from a script. That is why everything is scripted by TV producers behind the curtain so the announcers don't say the wrong thing.

I always ask a lot more questions and listen carefully than I do trying to impose my ideas on people I meet in Eugene at the stores, in offices, and even cashiers at stores. Listen to their views and don't interrupt! You will be surprised.

When the Media supported Obama, I knew the same thing was happening as happened when they supported Carter, both inexperienced in the ways of Washington DC. Wealth and Power hoped they would make mistakes and lose the next election after they fix the problems that the corporate Republicans and Supreme Court Justices, SEC, and the Bush Administration Gang of Crooks caused. Not mentioned very often is that the public voted essentially the way they always voted in 2008. Only the new voters, mostly young made the difference. Independents need to change just a little to change the election when the young do not vote. Even in 2008, relatively few voted. Obama promised too much when he knew he could not deliver.

Obama should first try to pass bills that help those who already have insurance and let the Republicans carry on a long filibuster so it would be well publicized. Pre-existing questions and preventing insurance companies from dropping your coverage when you get expensively sick for any minor infraction such as not remembering that you went to treat acne with a doctor. They even have the balls of calling cancer a pre-existing condition even now before it was diagnosed! Humana Heath Insurance company had record profits of 44 percent last quarter!

Propaganda by the corporate Press/Media plays a major role in influencing how we think via Advertising and being selective on news that they repeat over and over no matter how trivia. Comcast has already started changing MSNBC. They are more Right Wing than General Electric's control over NBC/MSNBC.

I had to turn off MSNBC's Ratigan Show which use to be quite good until he has made a major change after being off several weeks to get "trained" for a new time slot where he seemed to attack Obama from the Left too much and thereby distorting the truth. I took him off my record list. The number of guests on MSNBC was reduced so those who speak their mind has decreased.

MUST SEE! Also the Rachel Maddow and Keith Olbermann two hour comments on President Obama taking on the House Republicans was not listed on the website of Maddow who considered it the most important event by Obama since he became President. Olbermann had it under a deceptive title. http://www.msnbc.msn.com/id/3036677/#35153362

Republicans have the advantage of behaving as one or else they lose elections if they spoke the truth about what they want to do. So when Luntz gives them a message to repeat very often by everyone, word for word. Emotional propaganda by-passes our thinking process, but still affects the gut voting of Americans. They understand much more on what is going on than elites think they do.

Read "Propaganda" by Edward Bernays, 1928, the nephew of Freud, because it is only 168 pages, easy to read, and written by the founder of the PR industry here who was born in the late 19th century and died in 1995 while writing another book. He gave us the hardy breakfast using a doctor as the propagandist, Lucky Strike cigarettes to get women to smoke, and consulted with corporations to enhance their message for almost all of the 20th century! His book which Hitler read in prison worked very well to get many Europeans to ignore the murder and imprisonment of at least six million Jews and others in Europe and Eastern Europe.

The White Farmers Alliance in the western United States very effectively got the Roosevelt administration to send the Japanese-Americans who largely immigrated to the USA in the early 1900s to prisons to acquire their farming lands which yielded 90 percent of the truck farming fruits and vegetables in the Western USA.

German and Italian Americans committed many acts of sabotage here while the Japanese-Americans committed none according to the FBI and Naval Intelligence. Even German officers who were prisoners were treated better than Black Americans and Japanese-Americans.

Who is Luntz? Huffington Post Sam Stein Feb 1, 2010, http://www.huffingtonpost.com/2010/02/01/frank-luntz-pens-memo-to_n_444332.html
Nine months after he penned a memo laying out the arguments for health care legislation's destruction, Republican message guru Frank Luntz has put together a playbook to help derail financial regulatory reform.

In a 17-page memo titled, "The Language of Financial Reform," Luntz urged opponents of reform to frame the final product as filled with bank bailouts, lobbyist loopholes, and additional layers of complicated government bureaucracy.

"If there is one thing we can all agree on, it's that the bad decisions and harmful policies by Washington bureaucrats that in many ways led to the economic crash must never be repeated," Luntz wrote. "This is your critical advantage. Washington's incompetence is the common ground on which you can build support."

Luntz continued: "Ordinarily, calling for a new government program 'to protect consumers' would be extraordinary popular. But these are not ordinary times. The American people are not just saying 'no.' They are saying 'hell no' to more government agencies, more bureaucrats, and more legislation crafted by special interests." ... http://www.huffingtonpost.com/2010/02/01/frank-luntz-pens-memo-to_n_444332.html

Why Do Americans Make the Wrong Choice in Elections http://news.BBC. co.uk

... As Mr Frank "What's the Matter with Kansas," sees it, authenticity has replaced economics as the driving force of modern politics. The authentic politicians are the ones who sound like they are speaking from the gut, not the cerebral cortex. Of course, they might be faking it, but it is no joke to say that in contemporary politics, if you can fake sincerity, you have got it made. ...

For Mr Westen, stories always trump statistics, which means the politician with the best stories is going to win: "One of the fallacies that politicians often have on the Left is that things are obvious, when they are not obvious. ...

"Obama's administration made a tremendous mistake by not immediately branding the economic collapse that we had just had as the Republicans' Depression, caused by the Bush administration's ideology of unregulated greed. The result is that now people blame him." ...

In his book The Political Brain, psychologist Drew Westen, an exasperated Democrat, tried to show why the Right often wins the argument even when the Left is confident that it has the facts on its side. ...

[Obama in a rally, he said turn off your TV. MSNBC immediately switched away from Obama instantly and they have been cutting away much more often. Fox Cable turned off Obama as soon as it was apparent that Obama was so superbly effective in destroying all the poll tested by Luntz questions and speeches made by the Republican House members and their wives and children. Here is a quote from the transcript of the Obama/Repub House Question/Answer Session. I switched to C-Span after Obama's speech to see how the Republican House members talked and greeted him after the debate. I was shocked that they behaved just like Democratic audiences where everyone wanted to take his picture with their kids, they smiled a lot, and he even went into the crowd to shake hands with everyone. Only a few were frowning! One of the best comments he made was that by playing hard politics on everything Democrats and Obama do, they are now not able to compromise on anything! Jim]

President Obama Released Republican House Debate Transcript Jan 29, 2010
... So I mean, I think we can score political points on the basis of the fact that we underestimated how severe the job losses were going to be. But those job losses took place before any stimulus, whether it was the ones that you guys have proposed or the ones that we proposed, could have ever taken into effect. Now, that's just the fact, Mike, and I don't think anybody would dispute that. You could not find an economist who would dispute that.

Now, at the same time, as I mentioned, most economists -- Republican and Democrat, liberal and conservative -- would say that had it not been for the stimulus package that we passed, things would be much worse. Now, they didn't fill a 7 million hole in the number of people who were unemployed. They probably account for about 2 million, which means we still have 5 million folks in there that we've still got to deal with. That's a lot of people.

The package that we put together at the beginning of the year, the truth is, should have reflected -- and I believe reflected what most of you would say are common sense things. This notion that this was a radical package is just not true. A third of them were tax cuts, and they weren't -- when you say they were "boutique" tax cuts, Mike, 95 percent of working Americans got tax cuts, small businesses got tax cuts, large businesses got help in terms of their depreciation schedules. I mean, it was a pretty conventional list of tax cuts. A third of it was stabilizing state budgets.

There is not a single person in here who, had it not been for what was in the stimulus package, wouldn't be going home to more teachers laid off, more firefighters laid off, more cops laid off. A big chunk of it was unemployment insurance and COBRA, just making sure that people had some floor beneath them, and, by the way, making sure that there was enough money in their pockets that businesses had some customers.

You take those two things out, that accounts for the majority of the stimulus package. Are there people in this room who think that was a bad idea? A portion of it was dealing with the AMT, the alternative minimum tax -- not a proposal of mine; that's not a consequence of my policies that we have a tax system where we keep on putting off a potential tax hike that is embedded in the budget that we have to fix each year. That cost about $70 billion.

And then the last portion of it was infrastructure which, as I said, a lot of you have gone to appear at ribbon-cuttings for the same projects that you voted against.

Now, I say all this not to re-litigate the past, but it's simply to state that the component parts of the Recovery Act are consistent with what many of you say are important things to do -- rebuilding our infrastructure, tax cuts for families and businesses, and making sure that we were providing states and individuals some support when the roof was caving in.

And the notion that I would somehow resist doing something that cost half as much but would produce twice as many jobs -- why would I resist that? I wouldn't. I mean, that's my point, is that -- I am not an ideologue. I'm not. It doesn't make sense if somebody could tell me you could do this cheaper and get increased results that I wouldn't say, great. The problem is, I couldn't find credible economists who would back up the claims that you just made.

Now, we can -- here's what I know going forward, though. I mean, we're talking -- we were talking about the past. We can talk about this going forward. I have looked at every idea out there in terms of accelerating job growth to match the economic growth that's already taken place. The jobs credit that I'm discussing right now is one that a lot of people think would be the most cost-effective way for encouraging people to pick up their hiring.

There may be other ideas that you guys have; I am happy to look at them and I'm happy to embrace them. I suspect I will embrace some of them. Some of them I've already embraced.

But the question I think we're going to have to ask ourselves is, as we move forward, are we going to be examining each of these issues based on what's good for the country, what the evidence tells us, or are we going to be trying to position ourselves so that come November we're able to say, "The other party, it's their fault." If we take the latter approach then we're probably not going to get much agreement. If we take the former, I suspect there's going to be a lot of overlap.
