WASHINGTON (AP) -- The Obama administration waded into negotiations over Wall Street regulations Wednesday, calling for limits on the size of financial institutions and insisting that consumer protections remain a central objective of legislative attempts to rein in the industry.
In the Senate, talks continued on how to create a consumer protection entity.Republicans pressing for a watered-down consumer agency even as they voiced optimism that they could reach a deal with Senate Banking Committee Chairman Chris Dodd, a Connecticut Democrat, within a week.
The Treasury Department circulated proposed legislation that would prevent commercial banks from carrying out high-risk trades and that would restrict the size of financial firms to holdings no greater than 10 percent of the entire financial industry's liabilities. That restriction would apply only to firms that grow through a merger or an acquisition.
Consumer protections and doing away with financial firms deemed too big to fail are two of the key elements of the legislative efforts to overhaul the rules that govern Wall Street and prevent a recurrence of the 2008 financial crisis. In reiterating its points, the administration was making certain its views were being heard in the Senate at a sensitive time in negotiations between Dodd and Sen. Bob Corker, R-Tenn.
The plan reiterated a proposal that the administration staked out in January. The measure is known as the Volcker Rule, after former Federal Reserve Chairman Paul Volcker, a vigorous proponent of limiting proprietary trading by commercial banks. Volcker has been advising the Obama administration.
Corker questioned the administration's timing. "It is not helpful to the process for the administration to be putting out positions right now on financial regs, especially as it relates to the Volcker rule," he told The Associated Press. "It's just not helpful."
Treasury waited until after the markets closed Wednesday to release details of the Volcker plan. When it announced the outline of its proposal in January, the administration spooked U.S. markets, contributing to several days of falling stock prices.

We need a lot and not the minimum recommended because we no longer get enough sun to produce vitamin D so the supplements of vitamin D must be increased sharply.
Checking to see whether a relatively short use of higher levels of vitamin D helped my osteoporosis erosion of my bones.
Yesterday I went to have a Dex light X-Ray Bone scan. Robin who ran the machine told me that she was low in vitamin D and her doctor prescribed 50,000 IU of vitamin D3 once a week for three months to bring it within the OK range and now takes 50,000 IU (International units) once a month along with 2,000 IU of vitamin D daily.
I take 3,600 IU of vitamin D3 daily which seems to be working well. Since I use immune suppressants to preserve my transplanted kidney, I had to worry about the vitamin D making my immunity too strong or it might reject my kidney, so I titrated to higher levels. The vitamin D stopped my autoimmune disease and my kidney is still healthy. When I decreased the vitamin D level, the skin disease returned!
I gave her my theory that since Autism mushroomed SEVEN FOLD in California in the 1990s correlating with the widespread use of sunscreen which prevents our body from producing vitamin D from sunlight's UVB, the two might be related.
Since Caucasians can produce up to 22,000 IU of vitamin D from strong sunlight from 10-4 in just 15 minutes with enough exposure to the sun in the summer, we must need a hell of a lot of vitamin D for all the tissues in our body. Our body can store three months of vitamin D needed for the winter months in the northern half of the USA. The low sun in winter is too weak to produce vitamin D.
I also suggested to her that osteoporosis has resulted from a lack of vitamin D which is needed to direct the calcium to our bones. When our body needs vitamin D as does every tissue in our body, it grabs it from our blood stream leaving not enough for our calcium supplements to restore bone. Remember bone is living and is in constantly rebuilding so it must be fed calcium and vitamin D to restore new bone.
If you or someone you know are pregnant or have a new baby, it seems that much higher levels of vitamin D are needed by the mother's fetus and baby for brain and synaptic connection development of the brain neurons. Only Oregon State University made a tepid suggestion years ago that a lack of sun in Oregon may account for the highest Autism rate in Oregon. I cannot understand almost no one mentions excessive sunscreen use!
Remember the baby's head doubles in size in a year or two and synaptic connections are formed and disconnected. Possibly the increase in neurological diseases is due to an excess use of sunscreens and severely low vitamin D levels. This must be so because up to 75 percent of Americans have vitamin D levels too low. Although studies are early, it seems to be a miracle pill for good health including all our body functions in including stopping rapid cancer cell growth.
Since it is not toxic even at 100,000 IU doses and certainly not at 50,000 and 10,000 IU doses, it seems to be a safe way to determine if vitamin D helps. improve your overall health. Have your doctor take your blood for 25-hydroxy- vitamin D, a metabolite of vitamin D and try to get it to mid-range of what is considered normal, not just the minimum of 30 nanograms/ml . About 50 would be much more effective, but going up to 80 ngrams/ml is very safe.
My level is now 49 ngrams/ml. It seems in my case the vitamin D helped my immune system to work better and not go crazy and attack my body. according to my primary care physician who is recommending 2,000 IU of vitamin D3 for all her patients. So far it recent research seems show vitamin D works well for autoimmune diseases such as MS, Crohn's Disease, and a host of other autoimmune diseases including psoriasis.
Perhaps even ALS or possibly even Alzheimer's Disease which I believe is a synaptic connection disease caused by excess proteins in the brain which blocks neurons transmission! When the protein levels gets high enough plaque forms. Mice studies show that Alzheimer's Disease mice can be made lucid by adding an enzyme that destroys excess protein in the brain. We have a natural enzyme that destroys excess proteins all over our body. Once an antihistamine had to be removed from the market because it blocked this type of enzyme from destroying excess protein in muscles.
